Lower Heyford and Caulcott Parish Council

Introduction

The Parish Council looks after the interests of the community of Lower Heyford and Caulcott. It deals with the District and County Council on local issues such as highways, traffic, housing, rights of way and street lighting and it is consulted on all local planning matters.

Parish Councils are part of the local government system and work closely with District and County Councils to help ensure that the services in the village are maintained and developed. Representatives from the District and County Council often attend Parish Council meetings.

Parish Council meetings are usually held on the 3rd Thursday of each month at 7.00pm in the Church. There is no meeting held in August or December. All villagers are very welcome to attend. The agenda is posted on the website and village notice boards at least three days before the meeting and will confirm the date of the next meeting.

Bruce Eggeling

Bruce is a retired chartered accountant and has lived in the village since 2011, having lived in Botley and then in Abingdon in Oxfordshire since 1998. He is married to Liz Goodwin who is CEO of a Banbury company employing 180 people.

JJ Macnamara

James Macnamara – Chair

I am a chartered accountant and retired finance director aged 59, married to Victoria, who hails from Broadwell near Burford, with two children, Louisa and Carroll, who started their education at nursery in Lower Heyford and primary in Steeple Aston, and two steps, Patrick and Archie, who has just begun a DPhil in Oxford. I grew up in London and the Highlands but was educated either side of Lower Heyford in Buckingham (Stowe) and Oxford (New College).

Living in the village since 1993, I joined the parish council in the 1990’s and have represented the Astons & Heyfords ward of Cherwell District Council since it was created in 2002. Locally, I serve as a trustee of Dr Radcliffe’s School Trust, as a church warden and PCC member at St Mary’s, Lower Heyford, as a member of the Deanery and Diocesan Synods, and as a magistrate and deputy chairman of the Oxfordshire bench. A former county commander of St John Ambulance, I now chair the Order of St John in Oxfordshire and, after 25 years service in the cavalry and yeomanry, organise the Poppy Appeal for the Heyfords branch of the Royal British Legion. Nationally, I serve as trustee, treasurer or chairman of a range of charities in the ex-service, disability and medical research fields and as a past master of my livery company.

Parish Clerk – Cathy Fleet

I am Clerk to the parish of Lower Heyford and other villages in the immediate area.  I have 6 years experience as Parish Clerk and am continuing to learn and am currently studying for the Certificate in Local Council Administration.  Prior to being a parish clerk, I spent many years in secretarial and PA roles.  My main function is to provide advice and support to councillors and to act as Responsible Financial Officer for the council and to be the first point of contact for parishioners.

When I am not clerking, I embrace all aspects of country life from growing veggies and keeping chickens to bellringing and various crafts, and I also have a dog and 6 grandchildren which keep me busy!
